Centre for Health Education, Economic Rehabilitation and Social Security (CHEERS) is one of the leading indigenous Implementing Partners in Nigeria charged with mitigating the impact of HIV/AIDs, Malaria and Tuberculosis in Nigeria. CHEERS mission is to improve the quality of lives of vulnerable population groups in rural communities across Nigeria by increasing access to healthcare services, education and economic empowerment opportunities. CHEERS is implementing an “Investing for Impact Against HIV/AIDS Project” in Ebonyi and Anambra States.

Position: State Team Lead (2 positions)
DUTY STATION: Anambra, Ebonyi
DESIRED START DATE: July 2017
QUALIFICATION: MBBS, MPH
Summary of Position: The state team lead will provide overall leadership and management of CHEERS TB/HIV program in the state in a manner that strengthens partnerships and coordination with the state government and other partners, and leads to sustainable HIV/AIDS Treatment, Care and Support response efforts in the state.
Main responsibilities are indicated below: Management Responsibilities:
• Serves as CHEERS representative in all matters related to TB/HIV activities in the states and with all other concerned parties.
• Spearheading coordination, implementation and reporting of TB/HIV program in the state
• Ensure optimal resource management of the program in the state.
Specific Responsibilities:
• Lead the development of an integrated TB/HIV plan for state in collaboration with the Head Office Program Management Unit
• Operationalize TB/HIV program plan in the state ensuring efficient coordination of resources to maximize integration and synergy of activities towards achievement of set targets and performance expectation
• Establish system in the state for project monitoring, evaluation, reporting using national tools and instance.
• Support the state HMIS team to strengthen state M&E data system with periodic analysis and review to inform and enhance program management at the state level.
• Establish a system for timely relevant technical support to all focal/supported health facilities in the state
• Take responsibility for management of the state TB/HIV program budget and all other resources under the direction of the head office Program Management Unit
• Advocate and represent CHEERS at the highest level in the state on matters related to TB/HIV.
• Liaise and network with relevant CHEERS partners and co-implementers in the state to improve CHEERS visibility, coordination of activities and promotions of shared advocacy agenda.
• Supervise staff and manage staff performance and development
• Provide clear documentation of programmatic achievements as well as required data and keep the Head Office management informed of state activities on monthly, quarterly and annual basis.
Qualifications and Skills:
• MBBS, MPH, additional qualification will be an added advantage
• Five years plus management experience in TB/HIV programs especially managing Global Fund, USG programs at state level.
• At least three years’ experience in managing a team of at least five persons and also in HIV/AIDS treatment, care and support.
• Must have managed similar programs in any other of the states listed above
• Experience in planning and budgeting required
• Proven programmatic, technical and managerial expertise in providing support to institutions/states to strengthen their management and/or leadership capacity, systems and processes, and sustainability potential
• Demonstrated capacity to collaborate with colleagues, teams and partner organizations to achieve result.
• Strong interpersonal and organizational skills.
 • Comfortable with a team approach to management and the ability to manage several major activities simultaneously.
 • Proficiency in MS Office, basic research application like Epi-Info, SPSS etc will be an advantage
• Ability to read, analyse, and interpret the most complex document and respond effectively to the most sensitive inquiries or complaints.
• Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems

Position: Technical Officers TB/HIV (2 positions)
DUTY STATION: Anambra, Ebonyi
DESIRED START DATE: July 2017
QUALIFICATION: MBBS, MPH
Summary of position: To provide the TB/HIV program of CHEERS with technical services relating to projects/grants and program administration and implementation as well as a variety of support in the area of PLHIV Treatment, Care and Support.
Main Responsibilities:
• Develops in-depth knowledge of assigned TB/HIV program areas, including current issues and key resource people and organizations, and a clear understanding of how they fit into CHEERS interests. Develops and maintains adequate resource files for assigned program areas.
• Keep current with developments in the TB/HIV programming throughout Nigeria and attend relevant meetings and keep abreast with issues, concerns and needs that should inform the effective implementation of the CHEERS program strategy.
• Develop, implement and manage initiatives of the Organization on TB/HIV and work to provide operational and financial monitoring.
 Review incoming requests for partnership and prepare recommendations for presentation to Management.
• Collaborate with the State Team Lead and other Officers to prepare the Organization’s work plan.
• Represent the State Team Lead at relevant meetings and other activities as assigned by the STL.
• Monitor and implement timely and appropriate facility strengthening activities.
• Provide technical support to CHEERS Treatment, Care and Support activities in the state
Qualifications and Skills:
• MBBS, MPH. Other additional qualification will be an added advantage

Position: Technical Officers PMTCT (2 positions)
DUTY STATION: Anambra, Ebonyi
DESIRED START DATE: July 2017
QUALIFICATION: MBBS, BSc Nursing
Summary of position: To provide the TB/HIV program of CHEERS with technical services relating to projects/grants and program administration and implementation as well as a variety of support in the area of strengthening PMTCT service delivery.
Main Responsibilities:
§ Participate in monthly cluster coordination meetings at supported hub ART sites
§ Provide routine mentoring to facility PHC staff on quality PMTCT service provision
§ Monitor usage of PMTCT care cards and mother-baby pair appointment diaries at all supported sites
 § Facilitate transition of post PMTCT clients for enrolment into care at comprehensive sites
§ Distribute Family Planning Information, Education and Communication (IEC) materials at supported facilities
§ Participate in monthly data validation and collation of reports from ART & PMTCT sites
§ Link Antenatal care/labour ward and pharmacy to ensure all HIV positive pregnant women are placed on ART
§ Strengthen linkage of all identified positive pregnant women to the hub for initiation on ART services (same day Linkage)
§ Participate in weekly and monthly project management team meetings
§ Develop monthly and quarterly PMTCT state implementation workplans supervised by the State Team Lead
§ Represent CHEERS in state and zonal level meetings as may be designated by the State Team Lead and/or Head Office
 § Produce monthly comprehensive report of facilities and programs related to PMTCT in the state
§ Carryout any other assignment as may be given by the State team lead and/or head office
Qualifications and Skills:
• MBBS, BSC Nursing. Other additional qualification will be an added advantage
• Experience in PMTCT service delivery and coordination in any of the states listed above.
• Solid working knowledge of PMTCT Programming especially in a treatment setting.
 • Experience in Global Fund project management is an advantage.

Position: Technical Officer: M&E (2 positions)
DUTY STATION: Anambra, Ebonyi
DESIRED START DATE: July 2017
QUALIFICATION: MSC, MBA, BSc. Summary of Position: S/he has the responsibility of supporting CHEERS M&E programs and projects as well as all activities in the state. Main Responsibilities:
 • Provide routine supportive supervision to focal facilities.
• Development of capacity strengthening plan for the state ministry of health in coordination with the State Team Lead.
• Provide performance data, ensuring data integrity, verifying data, preparing and submitting in a timely manner all required performance reports from facilities to the head office.
• Supervise monitoring and evaluation processes and ensure quality and timely periodic production of M&E information products in line with requirements from the state.
• Facilitate capacity building for monitoring and evaluation of TB/HIV programmes in the state.
• Actively participate in training sessions, presentations, and meetings relating to M&E at the state level.
 • Enhance M&E capacity among facility staff, to ensure data accountability, facilitate planning and strengthen service delivery.
• Collect, verify, collate and analyse data on performance indicators from facilities and LGAs.
• Develop and submit monthly, quarterly and annual reports on M&E to the State Team Lead
• Carry out any other duties assigned by the Project Coordinator and Executive Director.
 Qualifications and Skills:
• Candidates should be holders of a University degree and further qualification in the social or health sciences or a related field with at least 3 years of work experience in TB/HIV in Nigeria.
• Experience in monitoring of TB/HIV services in any of the states listed above.
• Solid working knowledge of TB/HIV M&E framework especially in a treatment setting.
• Experience in Global Fund project monitoring and evaluation.
 • Computer skills (MS Office), knowledge of basic accounting and grant management.
• Excellent interpersonal and communication skills, as well as the ability to learn quickly and expand scope of functions.
• Integrity, professional discretion and ability to handle confidential information.

 • Experience in the design and implementation of DHIS 2.0, and other M&E related software

Position: Technical Officer: Laboratory Services (2 positions)
DUTY STATION: Anambra, Ebonyi
START DATE: July 2017
QUALIFICATION: BSc, MPH Summary of Position: S/he has the responsibility of supporting CHEERS Laboratory Services in supported facilities as well as all activities in the state.
Main Responsibilities:
§ Participate in monthly cluster coordination meetings at supported hub ART site
§ Monitor and assess the level of compliance to health care waste management (including expired drugs and lab reagents) in supported facilities (during routine supportive visits)
§ Monitor and report lab capacity utilization, commodity consumption, assays conducted and networking for CD4, Genexpert, Viral load, EID (lab testing data & sample referral network using the Hub and spoke model) –
§ Conduct monthly supervisory visits and provide technical support to health facilities on ART lab service delivery, equipment management, GCLP, EQA, IQA, DBS sample collection, and QMS activities, including onsite trainings.
§ Facilitate HIV Testing of TB patients
§ Facilitate TB Screening of HIV positive clients at hub facilities
§ Provide technical support to PCR laboratory to expedite results dissemination via SMS printers during visits to the laboratories
§ Participate in the State TB Laboratory Quarterly Review Meeting
§ Support Dried Tube Specimen {DTS} QA panel production, distribution, result collation and CA visit for HIV multi-point of testing in scale up states - Panel production only at selected Hubs and few lab personnel
§ Integrate HTS into general laboratory operations
§ Facilitate sputum sample collection and transport from DOTs sites to GeneXpert sites
§ Participate in weekly and monthly project management team meetings
§ Develop monthly and quarterly PMTCT state implementation workplans supervised by the State Team Lead
§ Represent CHEERS in state and zonal level meetings as may be designated by the State Team Lead and/or Head Office
§ Produce monthly comprehensive report of facilities and programs related to PMTCT in the state § Carryout any other assignment as may be given by the State team lead and/or head office
Qualifications and Skills:
• Candidates should be holders of a University degree in Medical Lab Science
• Experience in monitoring of TB/HIV Lab services in any of the states listed above.
• Solid working knowledge of TB/HIV Lab architecture especially in a treatment setting.
• Experience in Global Fund project will be an added advantage
 • Computer skills (MS Office), knowledge of basic equipment software
• Excellent interpersonal and communication skills, as well as the ability to learn quickly and expand scope of functions. Integrity, professional discretion and ability to handle confidential information.
• Ability to assume ultimate responsibility, work under pressure.

Position: Technical Officer: Pharmaceutical/Logistics (2 positions)
DUTY STATION: Anambra, Ebonyi
START DATE: July 2017
QUALIFICATION: BPharm, MSC,
Summary of Position:
S/he has the responsibility of supporting CHEERS Pharmacy and Logistics Supply Chain activities in the state. The position holder will also coordinate and mentor facility staff on the project.
Main Responsibilities:
• Provide routine supportive supervision to focal facilities in ensuring that there is no facility out of stock of pharmaceutical products.
• Development of capacity strengthening plan for the state ministry of health in coordination with the State Team Lead.
• Provide performance data on Logistics Information Management System (LMIS)
• Supervise monitoring and evaluation processes and ensure quality and timely periodic production of CRRIFF on bi-monthly basis from facilities.
• Facilitate capacity building of facility staff on quality CRRIFF reporting in the state
• Maintains state pharmacy inventory by checking pharmaceutical stock in facilities to determine inventory level; anticipating needed medications and supplies; placing and expediting orders; verifying receipt; removing outdated drugs.
• Maintains established policies and procedures concerning quality assurance, security of controlled substances, and disposal of hazardous waste drugs
• Represent CHEERS at State Drug Logistics Meetings organized by the Ministry of Health.
• Any other duties as may be assigned by the supervisor.
Qualifications and Skills:
• Candidates should be holders of a University degree in Pharmacy and further qualification in the health sciences or a related field with at least 1-2 years of work experience in TB/HIV in Nigeria.
• Experience in implementing TB/HIV services in any of the states listed above.
 • Solid working knowledge of TB/HIV LMIS especially in a treatment setting.
 • Experience in Global Fund project will be an advantage.
• Computer skills (MS Office), knowledge of basic accounting and grant management.

Position: Admin/Finance Officer (2 positions)
DUTY STATION: Anambra, Ebonyi
START DATE: July 2017
QUALIFICATION: BSc, BA
Summary of Position: S/he has the responsibility of supporting CHEERS state team members with administrative and financial activities. The position holder will ensure that the state office administrative records are properly kept for all administrative activities and also ensure that financial disbursements are made to staff and facilities supported by CHEERS.
Main Responsibilities:
§ Facilitate the procurement and distribution of office stationaries to officers
§ Participate and take minutes of weekly and monthly project management team meetings
§ Disseminate minutes of meeting to project team members
§ Manage office pettycash system and ensure timely reporting.
§ Develop monthly and quarterly operations/admin state implementation workplans supervised by the State Team Lead
§ Receive correspondence on-behalf of CHEERS from Head Office and partners and disseminate same to respective officers supervised by the State Team Lead
§ Produce monthly comprehensive report of facilities and programs related to admin/operations in the state
§ Carryout any other assignment as may be given by the State team lead and/or head office
Qualifications and Skills:
• Candidates should be holders of a University degree in health, social sciences or a related field with
• At least 1-2 years’ work experience in field of Human Resources and Administration in an NGO/Commercial sector.
• Experience in implementing TB/HIV services in any of the states listed above.
• Solid working knowledge of TB/HIV LMIS especially in a treatment setting.
• Experience in Global Fund project will be an advantage.
• Hands-on experience/skills in MS Office applications

Summary of Position:
S/he has the responsibility of assisting the M&E Technical Officer in facilitating and coordinating state level M&E related activities in the state.
Main Responsibilities:
• Assist the M&E TO in providing routine supportive supervision to focal facilities.
 • Assist the M&E TO in developing capacity strengthening plan for the state ministry of health in coordination with the State Team Lead.
 • Collate and assist in providing performance data, ensuring data integrity, verifying data, preparing and submitting in a timely manner all required performance reports from facilities to the head office.
 • Assist the M&E TO in conducting routine monitoring of project activities and ensure quality/timely periodic production of M&E information products in line with requirements from the state.
